Not a Windows problem. Same issue here with Linux.
I believe the archetype or JAR plugin just ignores .cvsignore files, because
usually these files should not be included in packages. Probably the same
occurs with CVS directories.
It was not explained, but probably everyone with this problem wants to include
a cvsignore file in archetypes. Mine would look like this:
pom.xml.releaseBackup
release.properties
target
