The metadata for commons-logging was incomplete. Several versions were missing.
This is probably due to artifacts being converted from the Apache M1
repository. I fixed the metadata in the Apache M2 repo a while back. But Maven
doesn't re-download files to the local repo, so you have to nuke that part of
your local repo to get it working.
