The goal page never showed `requiresDependencyCollection`: `GoalRenderer` rendered it only when the descriptor was an `ExtendedMojoDescriptor`, but `PluginReport` reads descriptors back from `plugin.xml` through `PluginDescriptorBuilder`, which produces plain `MojoDescriptor`s. `MojoDescriptor.getDependencyCollectionRequired()` carries the value on the plugin's 3.9.16 baseline, so the gate can go. Fixes #832. Verified: the `plugin-report-annotations` IT now asserts both scope lines on `noop-mojo.html`; the collection assertion fails with the unpatched renderer and passes with this change. -- This is an automated message from the Apache Git Service.
