Moves the compile-time Maven baseline to 3.9.16, the current 3.9.x release,
in line with the rest of the plugins (apache/maven#13085). The three plugin
POMs had `<prerequisites><maven>${mavenVersion}</maven>`, so the prerequisite
is made a literal `3.6.3` first, as on master.
Verified: `mvn install -DskipTests -Dinvoker.skip` → green; effective POM of
maven-surefire-plugin shows `<maven>3.6.3</maven>`.
