Fixed by [PR #368](https://github.com/apache/maven-jxr/pull/368) ([7ed2df8c](https://github.com/apache/maven-jxr/commit/7ed2df8c)): `wagon-provider-api` is dropped, `getStructure` parses the site URL with `java.net.URI` after peeling the `scm:`/`dav:` prefixes, and `JxrReportUtilTest` pins the previous values for every URL form Wagon handled.
