Removes `maven-jxr-plugin` from the `reporting` profile, the same move as maven-parent 48 (apache/maven-parent#523, MPOM-462): the cross-reference is what GitHub shows, and the report re-parses the whole tree per site build to produce it. dist-tool's own reports do not link into xref.
