With `detectOfflineLinks`, a module's main Javadoc links every reactor module it depends on, including test-scoped ones its main sources cannot reference. When such a module has no Java sources, the plugin forks a Maven build for it, creates an empty "fake javadoc directory" and then logs `[ERROR] Error fetching link: .../apidocs. Ignored it.` Doxia's site build logs this twice for `doxia-test-docs`. Test-scoped modules are now linked only from test Javadoc, and a module directory without `package-list` or `element-list` is no longer added as an offline link. Verified: new IT `test-scoped-module-links` fails on master (fake directory created, 3 `Error fetching link` lines) and passes with the change. -- This is an automated message from the Apache Git Service.
