Backport the settings template fix for #13321 to Maven 3.10.x. Maven 3.10.x interpolates the raw settings XML before parsing it. Placeholders inside comments can therefore produce invalid XML when an interpolated value contains `--`. Remove interpolation expressions from comments in the bundled settings.xml and add regression coverage through DefaultSettingsBuilder. The equivalent template cleanup was merged on master in #13322; this is not a literal cherry-pick, as the 3.10.x template differs. Tested with `mvn -pl apache-maven,maven-settings-builder,maven-embedder test` (BUILD SUCCESS). Fixes #13321 -- This is an automated message from the Apache Git Service.
