Release Drafter's `detect-version` job runs `help:evaluate` with `cache: 'maven'`, so on every default-branch push it saves a 2 MB local repository under `setup-java-Linux-x64-maven-<pom hash>`, the key Verify's Linux jobs use. It finishes first; the Linux jobs then restore the stub, report a primary-key hit and skip their own save, so they download their dependencies on every build until a POM changes. Seen across the estate on 2026-10-14: seven of the twelve default-branch Maven repository caches are 2 MB stubs, in `maven`, `maven-archiver`, `maven-common-artifact-filters`, `maven-doxia-converter` and `maven-jar-plugin`. Verified: maven-doxia-converter run 38452597491 (Release Drafter) logs `Cache saved with the key: setup-java-Linux-x64-maven-6eb7f48e…` at 21:16; Verify job 115490280972 restores that key (`Cache Size: ~2 MB`) and logs `Cache hit occurred on the primary key …, not saving cache`.
