I think the local-parent resolution issue should be addressed as part of #13395, since it appears to stem from the same coupling between the request type and the caller's validation level. I've reproduced all four combinations in a regression test. The test currently fails when validation is MINIMAL because the local parent is not resolved. I'll investigate a fix that separates project-build semantics from validation strictness while preserving the existing consumer dependency behaviour. -- This is an automated message from the Apache Git Service.
