Backport of #13290 to maven-3.10.x. The warning about a plugin with extensions that is built in the same reactor is logged for all the collected projects, before the reactor is trimmed, so it also fires for a plugin excluded with `-pl !plugin` (#10859). On this branch the check runs on the projects that are built, as on master. The patch did not apply as it was, because the method differs on this branch, so the change was written again. The integration test of the original commit lives in another repository and is not part of this change. Instead `DefaultGraphBuilderTest#warnsAboutExtensionInReactorOnlyWhenItIsBuilt` builds a reactor with a plugin and a project using it as an extension, and expects one warning, and none when the plugin is excluded. It fails without the change. `maven-core` passes (421 tests) and spotless is clean. I did not run the integration tests. --- To make clear that you license your contribution under the [Apache License Version 2.0, January 2004](https://www.apache.org/licenses/LICENSE-2.0) check one of the following: - [x] I hereby declare this contribution to be licensed under the [Apache License Version 2.0, January 2004](https://www.apache.org/licenses/LICENSE-2.0) - [x] I hereby declare that I have filed an [Apache Individual Contributor License Agreement](https://www.apache.org/licenses/icla.pdf). -- This is an automated message from the Apache Git Service.
