When PR Check is called from `workflow_run`, the job runs on the default branch, so its own check is not shown on the pull request. `license-declaration` now sets the `PR Check / license-declaration` commit status on the pull request head: - `pending` once the pull request is read, then `success` (bot, checked declaration, committer) or `failure` (declaration missing); - the target URL links to the workflow run; - only for `workflow_run`; with `pull_request_target` the job itself is the check; - needs `statuses: write` on the job. Callers' PR Signal has to react to `synchronize` so every new head commit gets a status, as restored in apache/maven#13586. Part of #334.
