PR Automation can be called from `push` as well as from
`pull_request_target` (closed):
- new `pr` job finds the merged PR by the pushed commit (`pr-number` action,
#355) or takes it from the event,
and reads it from the API for both events
- milestone, labels and assignees jobs use the outputs of the `pr` job
instead of the event payload
A PR closed without merge produces no push, so it is handled only with
`pull_request_target`.
