This PR is a companion to #13603 (the maven-4.0.x port) and the two must be kept in sync. The implementation strategy is: when at least one new-style policy is set (`--artifacts-update-policy` / `--metadata-update-policy`), the `DefaultRepositorySystemSessionFactory` uses the **explicit-only** approach — only the dimensions that were explicitly specified are set; the legacy `-U` / `-nsu` flags are **not** bridged into the unset dimension. This matches the behaviour already present on `maven-3.10.x`. Please do not change the `DefaultRepositorySystemSessionFactory` new-way branch back to a `legacyPolicy` fallback — that would diverge from `maven-3.10.x` and the 4.0.x port (#13603). -- This is an automated message from the Apache Git Service.
