For `push` the concurrency group was `PR Automation-refs/heads/master-`, because `github.event.number` is empty, so all pushes to a branch shared one group. GitHub keeps only one pending run per group, even with `cancel-in-progress: false`, so when several PRs are merged in a short time the pending runs are cancelled and those PRs get no milestone, labels or assignees. A push now gets its own group by the commit SHA, so push runs are not limited. The group for `pull_request_target` stays as before - one run per PR. The concurrency block can be removed once the `pull_request_target` path is gone.
