Replaces #1244. Doxia 2.2.0 moved `SinkEventAttributeSet` and its `Semantics` constants to doxia-sink-api, and the deprecated `impl` classes now extend them. The report renders through the site plugin's Sink API, so with doxia 2.2.0 every page that used `Semantics.STRONG` or `Semantics.CODE` failed with `NoClassDefFoundError: org/apache/maven/doxia/sink/SinkEventAttributeSet$Semantics` under site plugin 3.20.0, and 11 report ITs failed. A package-private `InlineSemantics` now builds those attributes from the Sink API alone, so the generated HTML is unchanged.
