Thanks for reopening the idea. For the end-to-end test: it needs Maven Site Plugin built against this sitetools. I can add an IT to maven-site-plugin that sets `-Dmaven.doxiaSitetools.defaultLocale` against the sitetools snapshot, as a draft PR there linked from here.
