Cuts the CI matrix from 94 jobs to 28. Every JDK (8, 17, 21, 25) and both Maven versions stay; Zulu covers HotSpot on Linux, Windows and macOS, and Semeru (OpenJ9) runs on Linux only. Temurin, Zulu, Microsoft and Liberica ship the same OpenJDK javadoc tool, so testing all four adds jobs but no coverage. OpenJ9 is kept because its javadoc tool does differ: `JavadocReportTest` already skips the `footer` option there. On the last green run (2026-10-29) the dropped jobs took about 730 of the 1,014 job-minutes; the remaining set is estimated at 280 job-minutes.
