Fixes #738: MCHECKSTYLE-222-no-resources now asserts the report goal is skipped and that `target/reports/checkstyle.html` is absent, and MCHECKSTYLE-54 asserts the plugin found and checked the sources. Also combines near-duplicates: the three MCHECKSTYLE-225 ITs become one reactor, and the MCHECKSTYLE-260 and MCHECKSTYLE-99 pairs become one IT each, keeping every assertion and adding a positive check where an IT only had a negative one.
