Forward-port of two review nits flagged during the review of backport #13848
(`maven-4.0.x`).
Both issues exist identically on `master`:
### `Slf4jMavenTransferListenerTest`
Add `@ResourceLock("TransferResource.clock")` to
`subSecondTransferReportsItsRate()`. The test mutates the static
`TransferResource.clock` field — without the lock, parallel surefire runs can
race and produce flaky results. `FileSizeFormatTest` already uses
`@ResourceLock(Resources.LOCALE)` for the analogous locale mutation.
### `FileSizeFormat`
Add a one-line Javadoc to the package-private `formatRate(StringBuilder,
double)` overload, explaining why it exists alongside the `MessageBuilder`
variant.
