Sets `invoker.parallelThreads` to 0.75C (a property, so `-Dinvoker.parallelThreads` still overrides it) and gives each forked Maven `-XX:TieredStopAtLevel=1 -XX:+UseSerialGC` through `mavenOpts`. No IT failed with two threads; on a 2-core machine total CPU time fell 29%, and wall time should drop on CI runners with more cores. Part of apache/maven#13822.
