Follow-up to #1819.
Maven core release procedure (`maven-core-release.md`):
- note that with ATR the release candidate (binaries and sources) is
uploaded to ATR
instead of the svn `dev` tree, and promoted by ATR after a successful vote
- creating the `dev` tree and copying archives is not needed with ATR
- staging the reference documentation is still required, link the Maven core
vote template which points to `/ref/{{MAJOR_VERSION}}-LATEST`
- `svn mv` to the `release` tree and removing superseded releases are done
by ATR
- the announcement is sent from ATR
Common release procedure (`maven-project-release-procedure.md`):
- ATR removes superseded releases, drop the outdated "old releases are not
removed yet" note
- list copying the source release to the distribution area among the steps
done by ATR
