Extends the Apache Trusted Releases (ATR) configuration in `.asf.yaml` and
makes
this file the single source of truth for Maven's ATR configuration.

   ### Changes

   **`project.metadata`**
   - Reformatted `description` and `short_description`, with no change to the
content
(the YAML is now normalized the way ATR writes it back).

   **`project.policy`**
   - Added mail templates hosted on the Maven site:
     - `start_vote_template_url`:
     - `finish_vote_template_url`:
     - `announce_release_template_url`:
   - Added `vote_recipients`: votes go to `[email protected]`.
   - Added `announce_recipients`: announcements go to `[email protected]`,
with
     `announce@`, `dev@` and `[email protected]` in CC.
   - Enabled `auto_archive_prior_release`, so ATR archives the previous release
from dist when a new one is published.
   - Removed `github_repository_name`. It is only used for ATR trusted releases,
which Maven does not use yet.

   **`project.features`**
   - Added `atr_sync_mode: full`: the whole ATR configuration now comes from
`.asf.yaml`. Any setting that is not in this file is cleared on the ATR
side,
so `.asf.yaml` is the single source of truth.
