Add a dedicated Apache Trusted Releases (ATR) start vote template for Maven
core.
Maven core publishes its staging site under `/ref/{MAJOR}-LATEST`
instead of `/archives/{PROJECT_KEY}-LATEST` used by other components,
so the template uses the ATR `{{MAJOR_VERSION}}` placeholder:
https://maven.apache.org/ref/{{MAJOR_VERSION}}-LATEST
The procedure (`maven-core-release.md`) will be updated in a follow-up PR
to mark steps that are not needed when releasing with ATR.
