MJAVADOC-642 and -642_cmdline become one IT with two invocations (offline set in a profile, then on the command line). MJAVADOC-620_no-dot-in-version and -620_top-level-package become one IT with both library variants; they also no longer install the same parent into the shared local repository, which could race when ITs run in parallel. site-failOnError gets a verify script that asserts the javadoc error is reported and the site is still built.
