   ### Affected version

   3.9.16

   ### Bug description

We populate a shared Maven local repository cache (~/.m2/repository) on a
monthly bases via GitHub Actions to speed up our CI builds. This cache is then
reused across multiple CI builds.

Downstream builds running against this monthly cache frequently output
verification warnings for existing cached release artifacts:

   `[INFO] Artifact org.junit.platform:junit-platform-commons:pom:6.1.3 is
present in the local repository, but cached from a remote repository ID that is
unavailable in current build context, verifying that is downloadable from
[mvn-preprod-id (...), central (...), sonatype-nexus-snapshots (...)]`

Is there an existing configuration option, resolver flag, or recommended
workaround to allow Maven to reuse cached release artifacts without
re-verifying them when repository IDs differ?
