rsync part of the scala-tools.org repository - not working

I don't think the rsync for the Scala-Tools.org, requested by issue
MAVENUPLOAD-2344, is working.
I say this because version 2.7.4 (for example) is available at:
http://scala-tools.org/repo-releases/org/scala-lang/scala-library/
but this version is not available on central:
http://repo1.maven.org/maven2/org/scala-lang/scala-library/
There is a subtle error on the original issue that I think might be intefering
with the rsync...
http://scala-tools.org/repo-releases does not work, but
http://scala-tools.org/repo-releases/ does work. (The trailing slash is
required.)
