Regression: title block isn't parsed in APT file if comment is present before it

I recently updated to maven-site-plugin-2.1 (which pulled doxia-1.1.2) and
suddenly page
title block stopped working.
My apt file [1] (didn't change it) now renders as [2].
Notice no page title and ugly "------ About ------ Marat Radchenko ------
2009-04-09" line at top of page.
Page starts to render correctly if title block is but before commented license
banner, so it becomes a first element.
