Unable to load parent POM on executing mvn site

I have an issue executing 'mvn site', which does not occur with Maven2.
Steps to reproduce:
- check out http://svn.apache.org/repos/asf/commons/proper/lang/tags/LANG_2_5/
- run 'mvn site'
Another issue here is that mvn runs successfully although I get a FATAL error.

The POM itself declares a parent without relative path. The Parent POM is
available in my local repository, so I expect that it should not try to resolve
it from the relative path.
