Someone on #maven ran into this problem today. I suggested he consider
http://www.svnforum.org/2017/viewtopic.php?p=27050 - and he said this resolved
the issue.
It was a path problem. The user had {{scm:svn:svn://}} in the tagBase, instead
of only {{svn://}}
