Please reconsider and re-open this JIRA. This attitude is extremely hostile
towards projects which define "mostly common" actions which should be involved
in an enterprise 99% of the time. And until Maven has proper mix-in support, it
is far more useful to let projects simply define a single property,
specifically to skip a report, than to replicate the entire reporting (and with
M3, an entire m-site-p!) configuration.
This would greatly increase usability...
