Shouldn't the repository-manager keep track of the used repositories? 
Suppose an artifact is moved from staging-repo to central.
A developer already picked it up from staging-repo to test it. 
According to the story above M3 will hold a reference to this location.
But if it is pushed towards central it should still be the same artifact.
M3 (Aether?) should be capable in detecting that these artifacts are still the 
same by storing every used repo in some meta-data file.
This assumes that nothing is changed while pushing it forward.
