Since 2.3/2.3.1 the update-versions goal is broken. It doesn't ask for an new
version anymore. Version 2.2.2 did.
Simply execute on SNAPSHOT project (with scm-URL)
mvn org.apache.maven.plugins:maven-release-plugin:2.2.2:update-versions
mvn org.apache.maven.plugins:maven-release-plugin:2.3:update-versions
mvn org.apache.maven.plugins:maven-release-plugin:2.3.1:update-versions
