I don't know the {{settings.security}} property, so I assume it is one for your
project or system.
Have you tried {{-Darguments="-Dsettings.security=custom-security.xml"}}?
Shouldn't you be using {{-Darguments="-s custom-security.xml"}} or
{{-Darguments="-gs custom-security.xml"}}
