After reading Andreas' post: if anyone expects Maven/Surefire/Java to spit out 
UTF-8 encoded chars on Windows' command line. Forget about it, don't even try. 
This has been crap ever since. There are numerous questions on SO about that. 
This is something only Microsoft can fix.
