Review Comment:
   Without the quotes, the property would read as:
   
   Allow 'Do not load balance' Strategy
   
   versus
   
   Allow Do not load balance Strategy
   
   The inconsistent capitalization offends me more than single quotes. Would it 
help if the quotes only appeared in `.displayName()` versus the actual name of 
the `PropertyDescriptor`?
