I think this is a misunderstanding. First, when new is used to open an existing document, it is as if the existing document is used as a template for a new document. Because that is the case, when that document is then saved, it will have its revision number advanced by 1. Second, although they are called revision numbers, the initial version is numbered revision 1. There is apparently no revision 0 in the way this property is handled. CONFIRMATION: Open AOO and select a blank writer document to start with. Notice that the revision number is set to 0 in the File | Properties dialog. Type something into the document, save it to disk, and see what the revision number is "1" in the File System Properties sheet of the document on the Document Statistics tab. If you just open the document directly (i.e., via Open), or via New, you get the document with Revision number 1 in the File | Properties. Either way, if you edit and save, you will now have revision number 2. This appears to be intended behavior. This should be researched further, but I suspect it is not a bug, however weird it is to count editing cycles, starting with 1 for the first. An odd case: If you are in a folder and you right-click in an open area and click New > and Choose OpenDocument Text, that initial document, with default name "New OpenDocument Text.odt" will have revision number 2.
