The original report is about a defect in how the boiler-plate for a new, untouched initial document using Windows File Explorer is generated, and why it has a non-zero editing cycles (revision) count. Ideally, it would be the same as if the application were opened and File | New were used with the default template (or the "Untitled n") that is the initial document by default on opening Writer, Calc, or Impress. This issue appears to be about that, and it would need to be cured in how those initial documents are setup when Apache OpenOffice is installed. A second concern is about how using New on an existing document does not reset the editing cycles count on the copy that is opened. That appears to be by design and might be a "Won't Fix" or an Enhancement request.
