We should show the Datanode OperationalState in Recon Datanode page as well as it provides valuable information. https://issues.apache.org/jira/browse/HDDS-4832 ## How was this patch tested? - Manually tested with docker-compose cluster so far. Decommissioned a datanode via command line `ozone admin datanode decommission <HOST/IP>`.
