[~szetszwo] , this will not be a small refactor, and requires tests to see the
performance impact of many cases. Since currently disk balancer merge vote
discussion is blocked by this, how about we take and merge the HDDS-13602,
which can also solve the problem, so disk balancer merge vote can move on, and
the refactor you suggested, we can do it in follower up Jira later in master
branch? Thoughts?
