Review Comment:
   But report is not always same.
   
   The `DiskBalancerReportProto`, the only value that continuously increases 
over the long run is **balancedBytes**. The other fields in the report are:
   
   - **isRunning**: A boolean reflecting the current state.
   - **DiskBalancerConf**: A snapshot of the current configuration.
   
   If a heartbeat from the DataNode to the SCM is missed, a cumulative counter 
allows the SCM to still calculate the correct rate of change using the next 
successful report and the last one it received. No data is lost.
   If we were to reset the counter after each report, any missed report would 
result in a permanent loss of that interval's balancing data, creating blind 
spots in our monitoring.
   
   So I think it's okay to report it continuously without cleanup.
