Does this cause any practical issues or confusion? The bot should remove the
stale label after any activity on the PR. I doubt a PR would go immediately
from stale to merged without a reviewer doing some other action like approving
or commenting. IMO leaving the stale label on already closed PRs is helpful to
track why it may have been closed. If we only want to see stale open PRs we can
specify that in our query.
