Description: Create a new class similar to the existing
LayoutVersionManager that handles unified versioning. A follow-up task will
remove the existing layout version managers and switch to this new
implementation. (was: Create a new class similar to the existing
LayoutVersionManager that handles unified versioning. This implementation will
only handle the case where we have finished migrating and only need to use the
{{ComponentVersion}} enum. The case when we are pre-finalized for version 100
and need to still check the {{LayoutFeature}} enum will be handled in a follow
up task by a different implementation.)
