Description: The SCM query finalization status command contains a boolean
"shouldFinalize" which indicates to other components like OM that they should
finalize. Even if all DNs and SCM are finalized, this should be false if
safemode has not exited. (was: We need to ensure that SCM does not finalize
when only a single datanode or two has registered, or some other edge case.
This likely solution is to ensure safemode has exited before finalization can
complete.)
