Creating a multi-tenant environment (ozone tenant create) fails with a
java.lang.UnsupportedOperationException in
RangerClientMultiTenantAccessController.java when attempting to modify
fixed-size lists.
This leaves abandoned roles in the backend and causes subsequent retries to
fail with 400 Bad Request.
