TestContainerStateMachine#testRatisSnapshotRetention intermittently fails
because it expects no snapshot before writing keys:
expected: <null>
but was: <SingleFileSnapshotInfo(t:1, i:0):[.../snapshot.1_0]>
The test sets HDDS_RATIS_SNAPSHOT_THRESHOLD_KEY to 1. After leader election,
the initial Raft entry at index 0 can asynchronously trigger snapshot.1_0,
racing with the assertion.
Instead of assuming an empty initial state, record the last applied index
before each write batch, wait for a newer snapshot, then verify the retained
snapshot count.
