Description:
The container balancer currently computes cluster average utilisation across
all storage types combined, then uses that single scalar as the reference point
for per-tier classification. This produces a mixed-model that misclassifies DNs
when storage tiers are used unevenly — precisely the workload the
storage-policy feature enables.
