## What changes were proposed in this pull request? Make `javadoc:aggregate` goal cacheable by adding `clean` to the command. Also: skip `jacoco` (needed for collecting coverage data but no tests are run here), and quote `$REPORT_DIR`. https://issues.apache.org/jira/browse/HDDS-17005 ## How was this patch tested?
