ozone-default.xml says ozone.scm.ha.ratis.leader.election.timeout "Default is
1s", but its value and
OZONE\_SCM\_HA\_RATIS\_LEADER\_ELECTION\_TIMEOUT\_DEFAULT are 5s (wrong since
HDDS-5054). Also document that RatisUtil#setRaftRpcProperties uses it as Ratis
rpc.timeout.min and sets rpc.timeout.max to value + 200 ms.
