{\{OzoneManager}} and several tests cast the key manager to
\{{KeyManagerImpl}}, for example to restart the snapshot SST filtering service
on reconfiguration. These casts fail once the key manager is a tracing proxy.
Add \{{KeyManager#restartSnapshotSstFilteringService}} and use the
\{{KeyManager}} interface everywhere. No functional change.
